- Description
- The Naval Air Warfare Center Weapons Division intends to award a Time and Materials IDIQ contract, on an Other Than Full and Open Competition basis, to The Copernicus Group, 3005 Chestnut Rd, Hendersonville, NC 28792 to develop a demonstrable weapons grid and to identify and develop prototype systems for the weapons grid. The contractor shall customize a technology scenario planning (TSP) methodology to determine future technology thrusts for NAVAIRWD. The TSP used shall simultaneously enable new innovation mechanisms within the organization. The Contractor shall facilitate and coach participants in the TSP methodology, train a core Government group in the customized TSP so that NAVAIRWD can grow an in-house capability, share lessons learned from other work, and synthesize data to support prioritization recommendations. Additionally, the contractor shall help in the synchronization of the weapons grid with other Government organizations and agencies (e.g. Homeland Defense, Coast Guard, National Reconnaissance Office, law enforcement agencies, Center for Disease Control). Preliminary concept definition was accomplished under a fixed price GSA order (# GS-10F-0083L). The contractor will be required to apply a systems thinking approach to integrate and synthesize work in the following areas: Network Centric Warfare (NCW), Revolution in Military Affairs (RMA), military history, C4ISR, theory of grids, military intelligence, netwar, quantum mechanics, theoretical physics, theoretical and applied mathematics (including algorithm development), establishing quick turn-around, rapid prototyping shops, biochemistry, POM process, Congressional processes and procedures, technology scenario planning (TSP), and information technology. The Copernicus Group, Inc. is uniquely qualified to conduct this effort. Copernicus has specific, applicable experience in the required disciplines, including grid theory and technology scenario planning with various Government agencies and commercial entities. The Copernicus Group, Inc. wrote and published the original Grid Theory concept. Additionally, they offer a unique workshop series on Shaping Chaos and Network Centric Warfare's (NCW) relationship to the Revolution in Military Affairs (RMA). These workshops will allow the contractor to transfer to the Government team the requisite knowledge and skills we need in NCW and RMA to be able to develop and apply TSP in a relatively short time frame. This contract will have a three-year ordering period. The total estimated maximum level of effort for this effort is approximately 14,200 hours. Interested persons should identify their interest and capability to respond to the requirement or submit proposals by June 11, 2002. All responsible sources may submit a proposal that shall be considered by the agency. Note 22 & 26 apply
