Description
This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTCG23-02-R-AWL029 and is issued as a request for proposal (RFP). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 01-07. The United States Coast Guard intends to award a sole-source contract to Offshore Systems Limited (OSL), 107-930 West 1st Street, North Vancouver BC V7P 3-N4, to purchase upgrade kits to support ATON operations on 30 buoy tenders and two ship simulators. The North American Industry Classification Standard (NAICS) is 488330 and the small business size standard is $6.0 million. A Statement of Work and Functionality Requirements Document is provided with this posting. This upgrade is necessary to utilize all electronic chart data formats currently available from the U.S. Government while continuing to support chart formats currently in existing USCG portfolios. This upgrade will provide compatibility with S-57 format Electronic Navigational Charts distributed by NOAA and the Digital Nautical Charts formats distributed by the Department of Defense. The upgrade equipment includes 34 EA Vessel Licenses for ECPINS-M Software and 34 EA VME to PC Upgrade Kits. Delivery is required by 5/16/2003 to CG C2CEN, Portsmouth, VA; FOB Destination. The provisions at 52.212-1, Instructions to Offerors ? Commercial and 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, apply to this acquisition. There is no Defense Priorities and Allocations System (DPAS) rating assigned. All responses must be received within 5 calendar days of this notice at Commandant (G-ACS-4/LLB), U.S. Coast Guard Headquarters, 2100 2nd Street SW, Washington DC 20593-0001 by 1600 EDT. All responses submitting the required information will be fully considered. As a result of analyzing responses to the synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
