Description
NA The United States Army Corps of Engineers, Kansas City District, intends to award a firm-fixed price design-build construction contract for Army Family Housing Whole Neighborhood Revitalization Of 84 Family Housing Units located at Fort Leavenworth, Kansas . The solicitation will be issued on CD-ROM only, limited one copy per firm. Hard copies will not be available. The solicitation will be available on or about 14 June 2002. No telephone calls or faxes for solicitation requests will be accepted. On-line regis tration at http://www.nwk.usace.army.mil/contract/contract.html is necessary to be included on the planholders list, and to ensure notification via e-mail of amendments. Do not use a post office box address when registering -- sources must use a surface sh ipping address. Plan holders lists are available via this web site also. A Presolicitation Conference is tentatively scheduled for 26 June 2002 at Fort Leavenworth, Kansas. Proposals will be due on or about 16 July 2002. The anticipated Notice To Proceed (NTP) date is on or about 01 October 2002. Estimated duration is 20 months . The construction work consists of Family Housing Whole Neighborhood Renewal and includes, but is not limited to, the following. a. The Family Housing Project consists of the design and construction of forty-two (42) duplexes (84 dwelling units). These consist of 62 three-bedroom and 22 four-bedroom housing units. Of this total, there are four (4) single-story handicap-accessible un its required for this project. The 3 and 4 bedroom non-handicap unit will be two story structures with full basements. The 4 handicapped accessible will be single story with slab-on-grade foundations. Each house unit incorporates a double-car garage, a con crete driveway for additional parking, and covered front porches. b. Site Work consists of site preparation, supporting utility systems, demolition and site improvements. The external construction includes outdoor recreational facilities, pedestrian walkways, tot-lots, area lighting, landscaping, new roads, parking lots, exterior lighting, utility extensions for gas, water, sanitary sewer, electrical, communications, paving, walks, curbs, storm drainage, and miscellaneous site improvements. The project will also include demolition of 86 existing housing units, consisting of four-plex and six-plex structures. Demolition shall be scheduled upon completion and beneficial occupancy of the new family housing units constructed under this project. c. The Government owns the land where the new housing will be built. Beneficial occupancy to the Government is currently scheduled for 1 May 2004.The Government's target price is between $16,000,00 to $18,000,000 ($200k per housing unit ($400k per duplex)) including site development, demolition and associated design costs. Estimated magnitude of this procurement is between $10,000,000 and $25,000,000. The target ceiling for contract award for design and construction is between $16,000,000 and $18,000,000 based on the funds made available for this project. The Government cann ot guarantee that additional funds will be made available for award. Offerors are under no obligation to approach that ceiling. The following factors, with the exception of price, shall be used to evaluate proposals: Factor 1 - Relative Experience (most important); Factor 2 - Past Performance (approximately equal to factor 1); Factor 3 - Proposed Betterments (approximately equal to factor 1); Factor 4 - Project Management Plan (approximately twice as important as factor 1); and Price. Non-price evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. This agency will consider all proposals submitted by responsible sources.
