- Description
- The Naval Air Systems Command (NAVAIR) intends to procure Contractor Logistics Support (CLS) for approximately 155 (FY04) T-45 Training System (T-45TS) Goshawk Jet Trainer aircraft. The quantity of aircraft is expected to increase during the period of performance as additional aircraft are procured. This program includes conducting a T-45 aircraft retrofit program and support for the T-45 aircraft development test program, as well as. routine servicing of the aircraft, off-site commercial depot repair, and maintenance and support of the Ground Training System. The Boeing Company is the developer of the T45TS. The T-45 is a carrier version of the British Aerospace Hawk. This aircraft is the primary jet-training platform for the U.S. Navy. It is a two seat, low wing, carrier capable jet trainer powered by a Rolls Royce F405 engine. All maintenance, inspections, and logs and records required shall be in accordance with OPNAVINST 4790.2 series. Seventy-three (73) T-45A aircraft are located at NAS Kingsville, TX, with the remainder being T-45C aircraft based at NAS Meridian, MS. All facilities required to perform this work will be government furnished. The proposed contract will include a base year plus four option years and will include the following types of effort: 1) Organizational and Intermediate Level Support for flight line T-45 aircraft. This will include periodic detachments to various aircraft carriers in support of pilot training requirements; 2) Intermediate Level maintenance and supply support of the Rolls Royce F-405 Turbofan engine A/C (QTY=approximate aircraft inventory plus 20 spare assets); 3) Supply Support for the T-45 A/C airframe; 4) Training Integration System and Academics; 5) Contractor Depot Field Team (CDFT); support, installation facility for depot level fatigue modifications, airframe changes, system upgrades and repairs to the T-45A/C aircraft. NAVAIR intends to release a draft Performance Work Statement (PWS) prior to industry day and a draft Request for Proposal (RFP) within 60 days. Recommendations on changes to the draft PWS to enhance competition and to provide efficiencies and cost savings are encouraged from industry. NAVAIR intends to hold an Industry Day/Pre-solicitation Conference on 18 Jun 2002 at NAS Kingsville, TX and 20 Jun 2002 at NAS Meridian, MS. All respondents to this synopsis will be notified via e-mail of the exact times and locations of the Industry Day/Pre-solicitation Conference. The listing of potential offerors, draft PWS, and RFP will be accessible via the Internet in Microsoft Word format and will reside on the NAVAIR home page, located at http://www.navair.navy.mil/air20/air214conthome. A competition library will be established and accessible via the Internet at http://t45clscomp.nadjx.navy.mil. Offerors who request an electronic copy of the RFP will be notified via e-mail when it is released. Numbered Note 26 applies.
