Description
The US Army TACOM-ARDEC intends to issue a solicitation for a proposed firm fixed price contract to manufacture PAP7993 SINGLE BASED GRANULAR PROPELLANT FOR USE IN THE M231 MACS PROPELLANT CHARGE INCREMENTS. This procurement action is intended to be a three (3) year multi-year contract beginning FY03 and will be awarded through sealed bidding. The 155MM MACS is a two-increment charge system that will provide enhanced performance for 155MM artillery. Multiples of the increments, M231 (Zones 1 & 2) and XM232 (Zones 3 thru 6), will satisfy all zoning requirements for 155MM artillery. The 155MM MACS increments can be loaded both manually and with automatic loading/resupply equipment. MACS increments can be used with currently fielded howitzers and future planned artillery systems. Delivery of the first lot of PAP7993 propellant must be 90 days after award of contract. In accordance with FAR 6.302-1 and 6.302-3 this procurement is restricted to the United States and Canada with award intended to be made to either Radford Army Ammunition Plant (Alliant Techsystems)or Canadian Commercial Corporation (EXPRO Technologies). The Technical Data Package (TDP) contains sensitive technology included on the Military Critical Technology List (MCTL). Therefore the TDP is restricted by the Arms Export Control Act Title 22, U.S.C. Sec 2751 and is subject to DoD Directives 5230.24 and 5230.25. All requests for TDP must include a certified copy of DD Form 2345, ?Military Critical Technical Data Agreement?. All technical data will be marked with limited distribution statement F: further dissemination only as directed by MACS Engineering Team, AMSTA-AR-WEE-B, Picatinny Arsenal, NJ 07806- 5000 (March 96) or higher DoD authority. Contractors interested in participating in this procurement must have the required engineering staff, equipment, expertise and facility to meet the US government requirements. The Invitation for Bid (IFB) will be available (without the TDP) electronically from the World Wide Web at the following internet address: http://procnet.pica.army.mil on or about 15 July 2002. No hard copy IFB?s will be provided.
