- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be not issued. Solicitation No. M00681-02-R-0026 is issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and DAC 97-13. The item is are as follows: ITEM 0001: Quantity: 200 each, Hot water Heater, Residential Energy Saver Gas- Upright (Natural Gas), Key features: Color to be white only, 40 gallon US capacity, 40,000 BTU,11.7 KW, 1? non-CFC foam insulation, Flue Baffle, Fully automatic controls, Vitraglas lining, protective magnesium rod, factory installed Hydrojet ?total performance system, factory installed dielectric waterway fitting, brass drain valve, T&P relief valve, ?snap-lock? draft diverter, Slider Combustion Chamber Door, Floor to Flue connection: 59 ? inches, Jacket Diameter: 18 inches, Vent size: 3 inches, Floor to T&P connection: 50 ? / 56 7/8 inches, floor to Gas connection: 14 inches, Floor to water connection: 56 1/2 inches, weight: 116 Lbs Warranty: six to ten year limited warranty on steel tank and six year limited warranty on parts to be Bradford White, Model# M-I-40T6EN. All responsible sources may submit an offer. All Contractors submitting a proposal are reminded that you must be registered in the Central Contractor Registration database to be considered for award. C ommercial Items (OCT 2000), FAR 52.212-4 Contract Terms & Conditions ? Commercial Items (FEB 2002), FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items (DEC 2001) with the following applicable clauses for Para (b) apply to this acquisition: (22) (24) and under Para (e) the following apply: (1), (2), (3), and (4). The following DFAR Clauses apply to this acquisition: DFAR 252.212-7001 Contract Terms and Conditions required to implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (NOV 2001) with the following applicable Clauses for Para (b): DFAR 252.225-7035 Buy American Act ? North American Free Trade Agreement Implementation Act ? Balance of Payments Program Certificate; DFAR 252.225-7036 North American Free Trade Agreement Implementation Act; DFAR 252.225-7008 Supplies To Be Accorded Duty ? Free Entry; DFAR 252.225-7037 Duty-Free Entry ? NAFTA County End Products and Supplies; DFAR 252.232-7009 Payment by Electronic Funds Transfer. Deliveries are FOB Destination to AC/S Facilities, attn: Housing Logistics, building 2238, Camp Pendleton, CA 92055. Delivery is required for all items on or before 8 July 2002. The government will award a contract resulting from this solicitation to the lowest price technically acceptable offer. Technical offers shall be submitted no later than 1200 on 14 June 2002 to Sgt Clark via fax or mail. Technical offers can be sent via US Postal Service to Regional Contracting Office, Po Box 1609, Oceanside, CA 92051-1609 Attn: Sgt Clark. If offer is to be sent via Federal Express, address should read Regional Contracting Division, Bldg. 22180, MCB, Camp Pendleton CA 92055, Attn: Sgt Clark. Faxed offers should be ad dressed to Sgt Clark (760) 725-8445/4346, and clearly state the solicitation number on the first page to ensure receipt. Offerors bear the burden of ensuring that all pages of the proposal reach the designated office before the deadline specified in the solicitation. Technical offers shall include a completed copy of the provision ? Commercial Items (best way to complete this certification is to download the FAR clauses (Volume II) at http://www.arnet.gov/far, print out the clause Far 52.212-3, (Offeror Representations and Certifications-Commercial Items (DEC 2001) and fill in the appropriate blanks). DO NOT SUBMIT PRICING WITH YOUR TECHNICAL OFFER. Pricing will be determined utilizing a REVERSE AUCTION. All technically acceptable Offerors may participate in the reverse auction. The reverse auction will take place on 18 June 2002 @ 1300 EST. Award is anticipated on 19 Ju ne 2002. Offers, including price, are binding for 30 days after submission and written acceptance of an offer by the government will result in a contract.
