- Description
- The following is a Request for Comment (RFC). This synopsis is for information and planning purposes only and does not constitute a Request for Proposal. NAVAIR Lakehurst is requesting comment on performance description of portable electronic particle counter sets for the analysis of aircraft hydraulic fluid (e.g. MIL-PRF-83282 and Phosphate Ester based fluids) and MIL-C-87252. Sets shall be capable of analyzing fluids directly online as well as from sample bottles. Result of analysis shall be displayed and printed by particle counter. Minimally, the class of the fluid contamination shall be displayed as per Navy Standard Particulate Contamination Class. This classification format defines class of contamination based on differential counts in the following ISO 4402 micron size based ranges: 5-10; 10-25; 25-50; 50-100 & >100. Printout or results shall display class as well as differential counts. In addition, the user may select to particle counter to present data in accordance with ISO 4406 or SAE AS4059 formats and select how to define and present particles size (ISO-4402 based (micron) or ISO 11171 based (micron(c)). Accuracy of results for cumulative counts shall be within +/-10% for counts of particles <50 microns and +/-25 for larger size particles. The cumulative counts from fluids of same contamination level shall be within +/-5% for counts of particles <50 microns and +/-15 for larger size particles. Particle counter shall be able to be calibrated with ACFTD in MIL-H-5606 as per procedures based on ISO 4402 and ISO MTD & Latex Spheres in MIL-H-5606 as per procedures based on ISO 11171. The time for getting test results for both bottle sampling and on-line sampling shall not exceed 10 minutes this includes sample preparation time for bottled samples tests and time to connecting hydraulic system for on-line tests to the time the particle counter display the analyzed fluid?s contamination level. For on-line sampling the system shall be able to accept pressures upto 120 PSI. The set shall operate off of 108 V to 132 V at 60 Hz ? 5% electrical power. If a pressurized air is required an electrically driven air pump should be provided. Particle counter and required accessories shall operate off of batteries, portable pressurized air cylinders or similar means to do at least 40 samples when analysis occurs onsite in a location without adequate electrical power available. Personnel transporting particle counter with the necessary components to perform on-line & bottle sampling shall be required to use both hands which would make it unsafe to traverse ladders and steep stairwells. Particle counter shall not drip or leak hydraulic fluid while being operated at and transported to and from lab and outdoor (flight-line & flight-deck) environments. The particle counter and all necessary components and consumable supplies shall not exceed the following dimensions and weights respectively: 20.5in. (Width) x 19 in. (Height) x 23 in. (Depth) and total weight of 35 lbs. after taking 20 samples. The set shall included the following components: A transit/storage case to prevent loss of components and damage during shipping, storage and handling, ultrasonic water bath & mechanical bottle shaker both suitable for both typical fluid analysis and calibration, and components (e.g. adapters, quick disconnects, hoses, tubing, valves, and etc?) necessary to permit on-line particle contamination analysis of support equipment & aircraft hydraulic systems. Please contact Mr. Joe Cruz at (732) 323-2966 for questions regarding the technical aspects of full performance description. For a copy of preliminary performance description for review and comment and for all other responses or replies contact the POC, Joyce Discenza, listed below.
