Description
NA Provide all supervision, plant, labor, material, and equipment necessary to perform all work necessary to repair and test existing vapor recovery system in strict accordance with the Statement of Work, specifications, and drawings and subject to the terms and conditions of the contract. Scope of work includes, but is not limited to, replacing defective parts on gasoline dispensers; retrenching, rebedding and replacing fiberglass resin plastic double wall pipe; installing siphon check valve and performing s iphon pump testing; resetting, inspection and repair of existing vapor condensate tank; and performance of a vapor recovery line slope test. Contractor personnel must be certified to install piping. Work includes backfilling, laying of new concrete trenc hes and restoring excavated areas. Contractor may be required to perform Stage II vapor recovery air balance system test for dynamic back pressure, liquid blockage, and leakage in accordance with 6 NYCCR Part 230 and EPA 450/3-91-022b Technical Guidance - Stage II Vapor Recovery Systems for Control of Vehicle Refueling Emissions at Gasoline Dispensing Facilities and NY State Department of Environmental Conservation, Balance Testing Procedures. The Stage II vapor recovery air balance system test personnel must have at least three years experience in testing air balance vapor recovery systems. The contract type shall be Firm Fixed Price Construction. This procurement is 100% Set-Aside for HUBZone concerns pursuant to the Federal Acquisition Regulation, Sub part 19.1305(b). The North American Industry Classification System (NAICS) code is 234910. This procurement is estimated to be between $25,000 - $100,000. The anticipated issue/posting date will be on or about 08 July 2002. The DUE DATE for the solicita tion shall be 30 days after actual issuance/posting date on Fort Drum's web page. All responsible certified HUBZone business sources may submit a quote which will be considered. The Request for Quotation will not be mailed out and no mailing list will be maintained. The entire package will be available for downloading from the Fort Drum web page, no hard copies will be provided. All sources wishing to submit a quote are required to monitor the Fort Drum Contracting web page for any/all amendments to the RFQ. Failure to respond to any amendments may render the quote as non-responsive and thereby rejected. The quotes must be supplied in hard copy to the Directorate of Contracting, Fort Drum, NY, no electronic quotes will be accepted.
