- Description
- The Department of the Treasury, Internal Revenue Service (IRS) intends to negotiate and award on a sole source basis, in accordance with FAR 6.302-1, with Pricewaterhouse Coopers, LLP (PwC), 1616 North Fort Meyer Drive, Arlington, VA 22209-3100. PwC will provide support and services in the development of a complex microsimulation model for measuring the pre-filing, filing and post-filing taxpayer burden of small business income taxes, employment taxes and selected excise and specialty taxes. This complex microsimulation model must be fully integrable with Wage and Investment and Self-Employed simulation models currently under development. The development of the model will require technical support and expertise in the areas of econometrics, economics, survey design and administration, statistics, tax administration, tax legislation and tax policy. A draft statement of work for this requirement will be posted at the IRS web site www.procurement.irs.treas.gov during the week of June 24-28, 2002. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice. However, the Government will consider all proposals received within twenty (20) days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award is anticipated within thirty (30) days after notification period. See Note 22.
