Description
17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI2075 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-07. The National Institute of Allergy and Infectious Diseases intends to negotiate on a sole-source basis using simplified acquisitions procedures with Beckman-Coulter, Inc. of Fullerton, Ca. for one hundred and forty-four (144) HIV P-24 Antigen Kits, Catalogue Number 6604535. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325413 and the small-business size standard is 500. This is an indefinite delivery contract: The kits are to be delivered to a NIAID facility located in Bethesda, MD. 20852 at intervals and in quantities to be determined by the end-user/requestor during the anticipated period of performance of August 1, 2002 through July 31, 2003. This is a firm, fixed-priced contract and the FOB terms are ?Destination.? These kits will be used to detect the levels of Human Immunodeficiency Virus (HIV) replication in infected cells. These kits are both accurate and sensitive. They allow us to detect viral antigens in both culture supernatants and patient samples, over a wide range of concentrations. Moreover, these kits detect viral antigens from all five major subgroups of HIV which is an important consideration as our ongoing projects will include the analysis of patient and viral material from sub-Saharan Africa as well as Southeast Asia. The laboratory has established protocols and procedures specific to these kits, thus their purchase will allow the laboratory to continue functioning in an efficient and productive manner. Consequently, it is essential that these same kits continue to be used in order to maintain data integrity. Changing variables would prevent the correct interpretation of a number of experiments and thus cause harm to those experiments and the mission of the Institute.
