Description

The National Library of Medicine (NLM) intends to contract with Preservation Resources, which is located at Nine S. Commerce Way, Bethlehem, Pennsylvania 18017-8916, on a sole-source basis to add one new line item to the current contract number N01-LM-1-3529. The current fixed price, indefinite delivery (indefinite quantity) type contract is for the microfilming of library materials as a means of preservation. The current contract includes specific line items for all routine tasks. However, occasionally there is a need for the contractor to perform a special procedure or one-time project, which is directly related to the current statement of work. The purpose of this requirement is to allow for up to approximately 50 hours for the project manager during each of the four option years remaining under the current contract. Preservation Resources has unique capabilities and experience in producing high contrast, continuous tone and color microfilm that meets stringent preservation requirements. The unique capabilities and experience of the current contractor, inherent duplication of cost and effort to the government, logistical constraints, and delays in preparation which would impact the related contractor for microfilm preparation make competition for this effort unfeasible. This notice of intent is not a Request For Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Preservation Resources for this contract without full and open competition is planned. (See numbered notes 22 and 26.)
