- The Drug Enforcement Administration (DEA) has a requirement to replace batteries on the following equipment: Uninterrupted Power Supply System (UPS), Model No. EP113, S/A 8830225, International Power Machines complete with a Battery Plant (90 batteries -3 strings of 30 each Model C&D Dynasty UPS12-270FR), to include all other associated equipment; Uninterrupted Power Supply System (UPS), Model No. EP 133, S/A 8830226, International Power Machines complete with a Battery Plant (90 batteries-three strings of 30 each Model C&D Dynasty UPS12-270FR), to include all other associated equipment; Uninterrupted Power Supply System (UPS), Model No. UDA63150A3629, S/A C252095/26204, Liebert Series 600t VPS, 208/277 Volt, 150 KVA, complete with a Battery Plant (80 batteries - two strings of 40 each Model C&D Dynasty UPS12-270FR), to include all other associated equipment. The acquisition will be conducted through FAR Part 13, 13.003(b)(1) ?Simplified Acquisition Procedures?. A solicitation will not be issued. The procurement is for the DEA, El Paso Field Division, located in El Paso, Texas. The procurement is 100% Small Business set-aside. The Reference number is DEA-02-EPFD-0010. The Contractors shall submit a quote on the following: Item No. 0001 C&D Dynasty UPS12-270FR Batteries 260 each Item No. 0002 Installation and removal of Batteries 260 each All quotes are due Wednesday, July 31, 2002. The Contractor shall be responsible for the following: (a) All work shall be done by a factory-trained and certified field engineer(s); (b) Work shall be done on Saturday and Sunday; (c) All UPS Systems shall be shutdown before start of work and be put back online for proper use as per manufacturer?s standards/recommendations. (d) Electrical load shall be transferred from UPS Nos. 1&2 to a Standby Generator Set, Caterpillar, with Automatic Transfer Switch, Zenith, 1200 AMP and UPS No. 3 to a Standby Generator Set, Spectrum Detroit Diesel, with Automatic Transfer Switch, Zenith, 800 AMP; e. Removal and disposal of existing batteries; f. Installation of new replacement batteries. New batteries shall match existing or approved equal; g. Check general appearance of each battery; h. Check all cells for evidence of corrosion and/or discoloration at intercell connection and termination points; i. Check voltage of each battery with charger/rectifier supplying current to batteries; j. Check voltage of entire battery plant; k. Check, calibrate, float, and equalize voltage settings on UPS for proper charging rate; l. Check 10 percent of all inner-battery connections for proper torque; m. Check for post seal leakage; n. Check for copper sulfate on strap connections; o. Check for proper equalization of hourly/minute setting at UPS. All services shall be accomplished per recommendations, standards, manuals, publications, and procedures established by the equipment manufacturer unless otherwise stated herein. Some of these references are located at the: DEA/El Paso Intelligence Center, 11339 SSG Sims Street, El Paso, TX 79908. They are available upon request. The Government will conduct a site visit on Thursday, July 8, 2002. All Contractors interested in a site visit shall contact Mr. George Godinez at 915-760-2137 or Ms. Grace Liddic at 915-760-2037. This requirement is subject to the U.S. Department of Labor, Wage Determination No. 1994-2511, Revision 20, dated 02/28/2002. The Wage Determination specifics the minimum hourly rate of wages that shall be paid to Mechanics and Maintenance and Repair Occupations, and all Fringe Benefits required for this category. These rates have been determined by the Secretary of Labor in accordance with the provisions of the Service Contract Act of 1965, as amended. Upon award, this Wage Determination shall be incorporated in the purchase. The Place of Performance is: Drug Enforcement Administration, El Paso Intelligence Center, El Paso, TX 79908. The new batteries shall be delivered to the following address a week before installation: DEA/El Paso Intelligence Center, 11339 SSG Sims Street, El Paso, TX 79908-8098, Attn: Facilities Office. All work shall be completed in September, 2002. The El Paso Intelligence Center will schedule the installation date with the awardee of the purchase order.
