Description
The U.S. Department of State, Regional Procurement Support Office and the U.S. Embassy, Asuncion, are seeking qualified offerors for a major upgrade of the electrical systems at the U.S. Embassy, Asuncion, Paraguay. The project will entail the elimination of the ANDE power transformer, the reconfiguration of the ANDE service equipment and metering, the replacement of the 6 kV underground power lines with 23 kV lines, the replacement of several distribution transformers from 6 kV primaries to 23 kV primaries, and the addition of distribution transformers with 208/120 volt secondaries. The project will also entail the electrical upgrades of several buildings, including the Chief of Mission?s Residence, the General Services Office building, the Warehouse, the Support buildings, and the Marine Security Guard?s Quarters. Work in these buildings will include the replacement of panel boards, branch circuits, lighting fixtures and controls, the provision of grounding systems, including grounding fields, and the incorporation of surge protection at all main incoming panels to each building. Energy efficient equipment such as T-8 fluorescent tubes, specular reflectors, high power factor ballasts, motion sensors and photocells to control lights, copper windings and low-losses transformers will be incorporated in the upgrades. The solicitation is planned for release to qualified offerors on or about July 12, 2002, for contract award by September 19, 2002. It is anticipated that the period of performance for completing the construction will be approximately six months. On-site construction will not begin until all materials are delivered to the site. The resulting contract type shall be firm-fixed price, and the estimated value of construction is between $500,000 and $750,000 (U.S.).
