Description
NA Defense Contracting Command-Washington intends to issue a Request for Proposal (RFP) on behalf of the U.S. Army Research Institute (ARI). This unrestricted acquisition is for a Firm-Fixed-Price, Indefinite-Delivery Indefinite-Quantity (IDIQ) type contra ct. The government anticipates one or more IDIQ contracts resulting from this solicitation from which Delivery Orders (DOs) may be issued. All prospective offerors interested in submitting proposals must have a commercial and government entity code (CAG E Code) and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com or via phone at CCR (888)352-9333. The work to be performed will provide the U.S. Army Research Institute (ARI) for the Behavioral and Social Sciences with the nec essary support to conduct research and studies related to its research plans and programs. As new policies are being developed to enhance the Army's ability to meet its personnel, leader development and training needs, the Army needs programs of research and studies that will provide a quick response mechanism to gather and analyze data on the expected or actual short-term effectiveness of those policies. Some of the types of research or studies and analysis that may be conducted by ARI include: 1. Survey s and data collection instruments and methodologies to measure abilities, attitudes, performance, and other characteristics of individuals, 2. Research or studies and analysis to determine optimal organizational structures and enhance leadership, command a nd control, 3. Market research or studies and analysis, 4. Demographic, econometric, and operations research studies on manpower, personnel, leader development, and training issues, 5. Research or studies and analysis to determine factors which influence t he individual's enlistment and/or reenlistment decisions, as well as decisions for self-development, 6. Recruiter productivity research or studies and analysis, 7. Database development and maintenance for research or studies and analysis, 8. Leader develop ment research or studies and analysis, 9. Incentives research or studies and analysis, 10. Forecasting methodologies, 11. Research or studies and analysis to inform selection and classification policies, 12. Research or studies and analysis to inform reen listment and promotion policies, 13. Research or studies and analysis to inform training policies, 14. Research or studies and analysis on training methodologies. Services have been provided under contract numbers DASW01-98-D-0049 with Personnel Decision Research Institutes (PDRI) and DASW01-98-D-0047 Human Resources Research Organization (HumRRO). This requirement will include a base year and four option years.
