Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. Solicitation Number DAJA22-02-T-0272 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-04. The associated NAICS for this requirement is 421110 and the SIC is 5012. The Wiesbaden Contracting Center, Germany, intends to procure the following items: CLIN 0001 - Land Rover Defender SUV OR EQUAL, 1 each. Description - Min imum 2.5 liter, 120hp or better turbo engine for full pulling power in uneven and un-surfaced terrain; Gradient ascent and descent of 35 degrees to maneuver over mountainous and desert terrain; Traverse angle of 30 degrees to accommodate mountainous and de sert terrain; Wading depth of 20 inches due to unforeseen detours and need to drive over a diversity of terrain to include fording rivers and/or areas of flash floods; Towing capability of trailer weight up to 4000kg; Vehicle ground clearance of 8.5 inches to travel over rough and undeveloped terrain; Roll bar or frame capacity to prevent crushing should the vehicle turn over; Five (5) speed automatic transmission with electronic 4X4 initiation from within the vehicle to accommodate a large driver populatio n; Electronic traction control which provide wheel speeds and breaking force to prevent roll-overs in off-road conditions; Mechanical differential locking which will reduce wheel spin in off-road conditions; Minimum four doors; Cargo capacity of 90 cubic f eet from front seat; Roof rack to carry excess cargo; Diesel (for world-wide fuel availability); Power steering, windows, and locks (to ensure vehicle occupant safety). CLIN 0002 - VOLVO Sedan S60 OR EQUAL, 7 each. Description - Minimum 190 hp engine for power and acceleration in twisting mountainous terrain throughout Eastern and Western Europe; Automatic 5 speed transmission; 2.4 liter, 5-cylinder turbo engine for power and fuel economy; Anti-locking Brake System; MacPherson Strut suspension system for proper vehicle control while traveling at high speeds; Leather interior to resist excessive wear and tear caused by heavy daily usage; 6.5? X 16? alloy wheels for stability and control on wet and snowy roads; Large capacity fuel tank to provide for greater range; Approximate vehicle mileage range of 450 miles for fuel economy and efficiency; Minimum 13 cu ft trunk cargo capacity for carrying large pieces of luggage or work related items; Daytime running lights (for high speed autobahn driving); Front airbag s for both driver and passenger; Stability and traction control for high speed autobahn driving; Rear fog lights for driving in hazardous conditions through mountain passes when moisture content is high; Front seatbelts with height adjustment to accommodat e a diverse driver population; Side impact airbags for both driver and passenger; high back seats that will provide whiplash protection (support and cushion) to the vehicle occupants in the event of a rear end collision; All wheel drive; Central Power door locks with remote keyless entry for individual safety and security; Front fog lights for extreme weather conditions; Front wheel drive for stability and control on icy and snowy surfaces; Tinted windows for reduced glare and occupancy privacy and protecti on; Encrypted Ignition Key for vehicle security; Power steering, locks and windows to provide for occupant safety in city environments; AM/FM, CD player to allow organization?s individuals the ability to continue their language studies while performing lon g distance driving; Vehicle integrated telephone system ? in case of emergencies or other contingencies that may arise due to mission. Hands off cellular capab ility is a requirement in Europe. Color of all vehicles shall be dark subdued color(s), such as: black, dark blue, silver, charcoal gray, burgandy. All offers will be evaluated and award made based on price and other factors such as: a) Vehicles shall be indigenous to the European theater so as to blend into the local environment and have the appearance of a business executive?s vehicle; b) offers shall provide detailed technical descriptions and illustrations of the vehicle make and model being offered , as stated in the Brand Name or Equal clause. The Contracting Officer will evaluate ?equal? items on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Office r will not be responsible for locating or obtaining any information not identified in the offer; and c) offers shall address each requirement referenced under each CLIN. Delivery and acceptance of the vehicles will be: FOB Destination, Stuttgart, Germany ; within 180 days of award of a purchase order. The following provisions and clauses apply: FAR 52.212-1, Instructions to Offerors?Commercial; FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (offerors shall include a completed c opy with their offer); FAR 52.212-4, Contract Terms and Conditions?Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders?Commercial Items; DFARS 252.212-7000, Offeror Representations and Certific ations Commercial Items (offerors shall include a completed copy with their offer) and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and 52.211-6 Brand Name or Equal.
