- NA This notice corrects the proposal due date previously announced. The United States Army Corps of Engineers, Kansas City District, intends to award a firm-fixed price design-build construction contract for services to design and build a new wastewater treatment plant, and to demolish three existing plants at Fort Riley, Kansas. Solicitation will be available on or about 19 July 2002. Proposals will be due on or about 21 July 2002. The estimated project duration is 18 months. The estimated magnitude of this procurement is between $10,000,000 and $25,000,000. This is a full and ope n competition, and the Government will consider all proposals submitted by responsible sources. The work includes, but is not limited to, the following: Architect-Engineer services to complete project design subject to government review and approval; construction services to construct a new wastewater treatment plant at the Custer Hill plant site; an d demolition of three existing plants. Note that the new plant will use oxidation ditch technology for treatment. Contractor will be required to operate the plant during early start-up (approximately 45 days). Transmission lines from the existing plant loc ations to the new site are included in the project, as well as new lift stations. The following factors, with the exception of price, shall be used to evaluate offers (listed in descending order of importance): System Maintainability; Past performance; and Corporate Experience. Evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. No telephone calls or faxes for solicitation requests will be accepted. This solicitation will be made available to interested parties via CD-ROM only, no hard copies will be issued, and quantities are limited to one per firm.
