- The Naval Sea Systems Command anticipates awarding a sole source, cost-plus-fixed-fee (CPFF), level-of-effort, indefinite-delivery, indefinite quantity (IDIQ), task order contract to The Georgia Tech Research Institute (GTRI), Atlanta, GA. The contracting activity for GTRI is the Georgia Tech Applied Research Corp, Georgia Institute of Technology, 505 Tenth St., NW, Atlanta, GA 30332-0420. The anticipated contract will provide for research and development support and other scientific and engineering effort funded by all appropriation types. The task order contract will have a base ordering period of five (5) years and an associated estimated contract ceiling Not-to-Exceed $5,000,000. The GTRI task order contract is anticipated to provide 5 years of uninterrupted essential research and development support and specialized engineering efforts. The Navy has a requirement to ma intain certain core capabilities at GTRI that it deems essential, pursuant to 10 U.S.C. 2304(c) (3)(B), as implemented by FAR 6.302-3(b)(2). This acquisition will enable the Navy to access established and essential engineering, research and development capabilities at GTRI in the following areas: (1) basic and applied research, exploratory, and advanced development of RF, MMW, IR, EO missile sensors, ultraviolet and acoustical airborne and ground sensors, guidance and control systems (including simulation and modeling for design and performance predictions of the complete missile weapon system); (2) basic and applied research, exploratory, and advanced development of phenomenology analysis tools, measurement methodologies, and instrumentation implementation techniques related to natural and man-made environments; (3) next-generation photonics components and subsystem for radar control; (4) independent evaluation, modeling, and testing of ballistic missile defense phased-array radar systems at the system, subsystem, and component levels; (5) analysis, modeling, and development of adaptive digital beamforming techniques and technologies for missile defense applications; and (6) prototype and proof-of-principle hardware design and development, including component, test fixtures and advanced technology subsystems and systems for missile defense systems. This solicitation is contemplated as a sole source procurement with GTRI; as this educational institution is a Federally-recognized University Affiliated Research Center (UARC) and has maintained a robust strategic relationship with the US Army and other Department of Defense (DoD) and non-DoD agencies since 1971. The purpose of this announcement is to provide information and to promote subcontracting o pportunities, if a contract should result from this procurement action.
