- The US EPA, Region I, requires cleanup services as specified in task orders for emergency and time critical removal actions in the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. It is anticipated one five-year, Time and Materials (T&M) Indefinite Delivery/Indefinite Quantity contract, will be issued. T&M rates will be applicable to all labor categories (prime and subcontractors) and to equipment. Additionally, orders may be placed as Firm-Fixed Price (FFP). This contract will be awarded under Full and Open Competition and consist of a one-year base period with four, one-year option periods. The contract is contemplated for emergency and time critical removal actions which include the release or threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. Upon receipt of a written or verbal task order the successful contractor shall provide the required response services, including personnel and equipment, within two (2) hours of a 50 mile radius or three (3) hours of a 100 mile radius of the city limits of Hartford and New Haven, CT; Portland, ME; Boston and New Bedford, MA; Concord, NH and Burlington, VT. A four (4) hour response time is required for all other geographic areas of Regon I not listed above. Environmental cleanup/response to natural and man made disasters, terrorist activities, weapons of mass destruction, and nuclear, biological or chemical incidents may also be required under this contract. Prospective offerors should note that there are significant Conflict of Interest restrictions associated with this requirement. Current Region I Superfund Technical Assessment and Respone Team (START) prime contractors or subcontractors will be ineligible for award of the Region I ERRS contract. The successful contractors must be technically qualified to undertake response actions relative to section 104 of the "Comprehensive Environmental Response, Compensation and Liability Act of 1980" (CERCLA) as amended by "Superfund Amendments and Reauthorization Act of 1986" (SARA), Subtitle I of the "Resource Conservation and Recovery Act" (RCRA) as amended by SARA of 1986, and the "Clean Water Act" as amended by the "Oil Pollution Act of 1990." The contractor may also be tasked to support EPA's role under the "Federal Response Plan" in instances of presidential-declared disasters pursuant to the "Robert T. Stafford Disaster Relief and Emergency Assistance Act" (Stafford Act). The RFP will be posted on the Federal Business Opportunities homepage and the EPA OAM homepage in late August 2002. No hard copies of the solicitation will be issued. Additionally, potential offerors are advised that an oral presentation may be required and that the EPA may include a pop quiz as a portion of the oral presentation. Only full-time current employees of the offeror may attend/participate in the oral presentations. For teaming purposes, a source list will be compiled.
