Description
NASA/ARC plans to issue a Request for Quotation (RFQ) for annual maintenance, support and update (MSu) of an existing Total Airspace and Airport Modeler (TAAM) license. TAAM helps design, analyze and verify complex Air Traffic Control (ATC) processes and Procedures in support of Advanced Air Transportation Technologies (AATT). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase maintenance for the TAAM from Preston Aviation Solutions, Inc. of Marietta, GA 30006, pursuant to FAR Part 13.106-1(b). TAAM is a unique, sophisticated, high-fidelity, fast-time software tool, which simulates air traffic at a very detailed level from the gate of the departure airport, across the National Air Space System, to the Gate of the arrival airport. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 11, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
