- Description
- NASA/GRC plans to issue a Request for Quotation (3-204658) for ONE EACH EMSCAN NEXUS PLUS CONTROLLER (P/N 2001-1000) AND SCANNER MODULE (SM-1700)(P/N 2001-5000. NASA GRC requires the Emscan hardware system for measuring digital circuit board EMI emissions. Emscan is required because it is the only product capable of providing continuous spatial scanning of an entire circuit board's emi emissions. (Continuous scanning of the circuit board under design is required at GRC because digital circuits are upset primarily by transient events, which can only be captured with the Emscan system.) The Emscan system is patent protected; so other circuit board scanning systems are constrained to the use of a single probe system that is moved below the circuit board, which cannot provide instantaneous monitoring of an entire board; this (single probe) is therefore unable to fill the requirement. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from EMSCAN. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 7-5-02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
