- This is a combined-synopsis/solicitation, Request for Quotation RFQ 583-72-02, entitled ?Biological Safety Cabinets? is hereby issued for commercial items and is prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, Part 13, Simplified Acquisition Procedures and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Contractor?s proposals, technical and price are herein requested. A response to requirements listed below shall be submitted on contractor?s letterhead or formal quotation form and must address all requirements. Contractor?s price and technical proposal must contain the name, title, and signature of person authorized to submit proposals on behalf of the contractor. Solicitation Number RFQ 583-72-02 is issued as a Request for Quotation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-07. North American Industrial Classification System Code 339111 applies to this procurement and the small business size standard is 500 employees. FOB Point: Destination. RL Roudebush VA Medical Center has a requirement for custom Biological Safety Cabinets. Under the authority of FAR 6-302-1(c) only one responsible source and no other supplies or services will satisfy agency requirements. Nuaire Inc., is the manufacturer of the equipment to be used. Following is the equipment required: 2 each Class III Biological Safety Cabinet ? Part #NU-704-600 to include the following features: 115 V/60Hz; fluorescent light; removable Top cover; two (2) electrical Outlets w/separate switch; hepa filtered airflow; fiberglass pre-filer; magnehelic gauge; low vacuum warning system; continuous purging air circulation; all stainless steel work-zone; four (4) oval glove ports w/sleeves; bag-in bag-out hepa filter; exhaust blower; interchange box w/large access door- front access; two (2) purge valves on interchange box; two (2) petcocks ? gas/vac; base stand ? 30? work surface height; ultraviolet light. Dimensions of cabinet are approximately 73? wide, 28? deep, 73? tall (includes 30? base stand). Width does not include size of interchange box which is approx. 18? wide. No installation required. Deliver by 9/27/02. This contract incorporates one or more clauses by reference with the same force and effect as if they were given in full text. Instructions to Offerors/Commercial Items, FAR 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 ? Offeror Representations and Certifications Commercial Items (NOTE: Offerors must include a completed copy of ?Offeror Representations and Certification? along with offer), FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. FAR 52.211-6 Brand Name or Equal (a) if an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) to be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, - (1) meet the salient physical, functional, or performance characteristic specified in this solicitation; (2 ) clearly identify the item by ? (i) brand name if any; and (ii) make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation. FAR 52.211-8 (b) Alt II Time of Delivery,The delivery dates or specific periods above are based on the assumption that the successful offerors will receive notice by 7/19/02. The delivery date above will be extended by the number of calendar days after the above date that the Contractor receives notice of award; provided, that the Contractor promptly acknowledges receipt of notice of award. Quotations are due by 4pm 7/15/02, Central Standard Time. Award will be made to the Offeror determined to be the best value to the Government, without discussions with the Offeror(s). All responsible sources that can meet the requirements as listed may respond to this solicitation by submitting a price and technical proposal.
