Description
NA The U.S. Army Engineering and Support Center, Huntsville (USAESCH), intends to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) service task order (for approximately 11 months) for professional Information Technology (IT) support services to perform systems analysis, design, programming, and operations and maintenance for the DD Form 1391 (DD1391) System of the Programming Administration and Execution (PAX) System. This is not a request for competitive quotations. This is a Notice of Int ent to issue a Sole-Source award to Computer Science Corporation (CSC). CSC is currently providing these services at Government provided office space in the USAESCH building, 4820 University Square, Huntsville, AL. The Contractor must have extensive kno wledge of the PAX System and it?s DD1391 System component. The Contractor must have extensive experience with the Information Builders, Inc. (IBI) database management product FOCUS, the IBM VM/CMS operating system, and REXX control language as well as Web -based programming experience. The Contractor will perform analysis of the functions performed by the existing programs. The Contractor will provide analysis, design, and programming to develop new/additional programs to support new requirements as iden tified. The Contractor shall provide the analysis required to maintain/modify the extremely crucial table driven databases associated with the systems architecture for the DD1391 Processor and all subsystems. Additionally, the Contractor shall provide an alysis and programming support for the microcomputer-based systems using IBM-PC or compatible computers (and/or their accompanying interface software), interfacing with the PAX Host Computer. The Contractor shall perform systems development and systems in tegration quality assurance testing. There are mission critical task assignments that are required by October 1, 2002 in support of the Army?s Transformation of Installation Management (TIM) initiative. Additionally, there are other task assignments requ ired no later than (NLT) 31 March 2003, which must begin immediately. The support requires continuing interface with the PAX/DD1391 project manager and technical points of contact, who participate in decisions and provide direction based on guidance from the PAX System proponent at the U.S. Army Assistant Chief of Staff Installation Management (ACSIM). The Contractor staff will provide support to the PAX/DD1391 System Monday through Friday between the hours of 07:30 a.m. and 16:30 p.m. The work schedule excludes Federal holidays. Period of performance is date of award through June 28, 2003. The contractor shall provide (except those provided by the Government) all necessary materials, labor, and supervision for the execution of each task in this contra ct. There is no other known source that can provide continuation of this service. Contractors who feel they can provide the USAESCH with the above services, as specified above are invited to submit, in writing, an affirmative response which includes, as a minimum, the capability to do the work and evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such resp onses will be considered by the agency. Reference Note 22, the 30 day period for submitting responses is inapplicable, the agency only requires a 15 day period and will control the issuance of the solicitation to the contractor. If no written responses a re received within 15 calendar days, a sole source award will be issued. Responses should be submitted in writing to Wanda.M.Cross@HND01.USACE.ARMY.MIL.
