- Description
- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-02 -T- 0052 is issued as a request for quotations (RFQ). Clin 0001: Non-personal service contract for a Executive Research Programmer for the period 16 Sep 2002 to 15 Sep 2003. Qty: 1920; Unit of issue: Hours. The duties to be performed shall be in accordance with the statement of work. The statement of work reads. 1. SCOPE OF CONTRACT: a. The work to be performed is located in the Branch Medical Clinic, Naval Training Center and Naval Medical Center, San Diego. The contractor is a programmer/scientist who provides research services. b. The contractor will provide programming services for database management, data acquisition, and data analysis. The contractor will also aid in the design and execution of research and in the acquisition of research funding. 2. DUTY HOURS: a. The contractor shall be available for duty at the Naval Medical Center, San Diego or the Branch Medical Clinic, NTC from 0730-1630 (this includes a one-hour lunch), Monday through Friday. The contractor shall agree to extend these hours, as necessary, to ensure experiments are completed or deadlines met. The contractor shall be compensated for these extended hours with compensatory time off at a latter date to be mutually agreed upon. The contractor shall arrive for each scheduled shift in a well-rested condition and shall have had at least six hours of rest from all other duties immediately prior to reporting for the shift. 3. DUTIES: a. Responsible for the design, development, implementation and maintenance of computer-based systems supporting the administrative, clinical and research operations of the Refractive Surgery Center, NMCSD. Interfaces with a team of clinical doctors, technicians, and vision researchers to evaluate their information systems requirements and to determine how electronic data processing can be utilized to satisfy these requirements. Develops functional specifications to meet information systems requirements and develops the applications software from these specifications. Converts symbolic statement of information requirements to detailed logical flowcharts for coding into high level computer language. Develops system development plans and test plans. Devises sample input data to provide tests to program accuracy, adequacy and efficiency, using the applicable computer system to test and debug programs. Performs all programming required to maintain previously-developed systems/programs. Develops and maintains an inventory of computer hardware and software needed to meet all information systems requirements within the Refractive Surgery Center. b. Participates in the design of clinical research studies and the subsequent development of research protocols. c. Performs other research duties as assigned. d. Must be able to travel at least four times a year. 4. REQUIREMENTS: a. Ph.D. in biological science with at least 5 years of research experience that is applicable to the ongoing research at the Refractive Surgery Center NMCSD. b. At least one year of experience directly involved in refractive surgery research. c. Professional knowledge of computer science to include systems theory, central processing units and peripheral hardware devices, operating system and system support software such as editor, sort, links, etc., system analysis and design, and automated data systems development, implementation and maintenance. d. Knowledge of mini- and microcomputer operations in both a single-use and multiprogramming environment. e. Must be proficient in database development, flow-charting, and concepts design. f. Must have experience with: Microsoft C and Visual Basic, Microsoft Access, excel, and Word, Microsoft SQL, Microsoft Windows 98, NT, and 2000, HTML, Document capture hardware and software. g. Working knowledge of visual performance measurements including visual acuity, refraction, and contrast sensitivity. h. Ability to communicate orally and in writing using grammatically correct English. For interested parties who have not held a contract with or been employed in a civilian or military capacity by the Refractive Surgery Clinic, NMCSD, three letters of reference shall be required for consideration for contract award. These letters must attest to the contractor?s skills, knowledge, and ability to write and maintain databases. The letters must have been written in the last five years. The contractor shall comply with the medical staff rules, regulations and bylaws related to clinical practice and research as promulgated by the Medical Treatment Facility Commander and the nationwide standards of practice of ophthalmology and vision research. The contractor will be neat, clean, well groomed, and in appropriate clothing when in patient care areas. Hair shall be neatly trimmed and combed. The contractor shall display an identification badge on the right breast of his or her outer clothing, which includes the contractor?s full name and professional status. The contractor shall become acquainted with and obey all station regulations, shall perform in a manner to preclude the waste of utilities, and shall not use Government telephones for personal business. All motor vehicles operated on the installation by the contractor shall be registered with the base security service according to applicable directives. Eating and smoking by the contractor are prohibited in patient care areas and are restricted to designated areas. The contractor is not prohibited, by reason of his or her performance under this contract, from outside employment so long as there is no conflict with the performance of services under this contract. The contractor shall make no use of any Government facilities or other Government property in connection with outside employment. 5. SUPERVISORY CONTROLS: The contractor will report to the Director and the Research Director of the Navy Refractive Surgery Center, NMCSD. The Research Director will provide daily on-the-job supervision. 6. GUIDELINES: Guidelines for this position include, but are not limited to, U.S. Navy Manual of the Medical Department, OPNAV, SECNAV, BUPERS, NMIMC, NMCSD instructions and notices; the DOD Automated Data Systems Documentation Standards (DODINST 7935.1), and various other hardware and/or software operating and programming manuals. These guidelines are usually general in nature and seldom provide concrete solutions to specific design problems. The contractor is required to select, adapt, and apply electronic data processing principles to assigned projects where guidelines and/or precedents are not directly applicable. 7. COMPLEXITY: In no other professional area does a higher degree of complexity exist than that found in systems analysis and design. Almost all situations involving analysis and design contain hidden cause and effect relationships and elements highly susceptible to random external environmental influences. Project assignments are extremely diverse in nature, ranging in complexity from single-program to multi-program on-line interactive applications or a mix of both. Given the requirement to integrate applications systems, the contractor must conceive of, and develop various interface solutions. 8. SCOPE AND EFFECT: The contractor designs, develops, and implements applications software vital to the administrative, clinical, and research operations of the Navy Refractive Surgery Center. All financial, statistical, personnel, and technical data which is furnished, produced or otherwise available to the contractor during the performance of this contract are considered confidential business information and shall not be used for purposed other than performance of work under this contract nor be released by the contractor without prior written consent of the Director of the Navy Refractive Surgery Center NMCSD. Any presentation of any statistical or analytical materials, or any reports based on information obtained from studies covered by this, will be subject to review and approval by the Director before publication or dissemination. 9. PHYSICAL DEMANDS: Sedentary work. 10. WORK ENVIRONMENT: Work is normally performed in the Refractive Surgery Center, Branch Medical Clinic, NTC, San Diego. Contractor may be required to visit various computer facilities, offices, clinical and research areas within NMCSD. 11. DRUG USE: The Secretary of the Navy has determined that the illegal possession or use of drugs and paraphernalia in a military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy (including the Marine Corps) is to deter and detect drug offenses on military installations. Measures taken to identify drug offenses on military installations and to prevent introduction of illegal drugs and paraphernalia include routine random inspection of personal possessions on entry or exit. If there is probable cause to believe that the contractor has been engaged in use, possession, or trafficking of drugs, the contractor may be detained for a limited period of time until he or she can be removed from the installation or turned over to the local law enforcement personnel having jurisdiction. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a contractor, the contractor and vehicle may be detained for a reasonable period of time necessary to surrender the individual and vehicle to appropriate civil law enforcement personnel. Action may be taken to suspend working privileges as well as installation driving privileges. Implicit with the acceptance of this contract is the agreement by the contractor to comply with all Federal and State laws as well as regulations issued by the commander of the military installation concerning illegal drugs and paraphernalia.12. ABSENCES AND LEAVE: The contractor will not be paid for any hours not worked including any vacation and sick leave. If the health care worker is absent for three or more consecutive days due to illness, he or she may be required by the Commanding Officer to provide written documentation from a qualified health care provider that he or she is free from communicable disease and the cause of the health care worker?s current illness. The Government reserves the right to examine and /or re-examine any health care worker who meets this criteria. Your services shall not be required on the following federally established holidays: New Year?s Day, Martin Luther King?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day, and Christmas Day. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07 . The following clauses and provisions are applicable and will be incorporated into the solicitation by reference, and will be available in full text upon request. The following factors shall be used to evaluate offers: 1) Past performance 2) personnel qualifications based on SOW 3) Price. Past performance and personnel qualifications based on SOW when combined have more importance that cost or price. Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work ( SOW) to the Purchasing Agent along with their quotes. All responsible sources may submit a quote which shall be considered.
