Description
NA Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award a sole source firm-fixed-price contract under the auspices of FAR Part 12, to Transparent Language, Inc., of Merrimack, NH for the purchase of th ree Russian-English-Russian CD-based arms control terminology training programs for scenario sets related to the Threshold Test Ban Treaty (TTBT), Strategic Arms Reduction Treaty (START), and the Open Skies Treaty. The estimated period of performance is 1 0.5 months. The Government's minimum requirements for the training programs are as follows: CD-based; be built around an original film of one or more operational scenarios similar or superior in quality to the Russian-Irregular Military-Interrogation vid eo produced by Transparent Language, Inc. in September 2001 and available for viewing on VHS tape by DTRA; be approximately 8 to 10 minutes of simulated operational or treaty-related activity consisting primarily of dialogue relevant to the respective trea ty; script will be subject to DTRA approval; and the delivered product will be a comprehensive LanguagePro training program built around the video. The contractor will be responsible for manufacture and delivery of the completed product, including but not limited to creation of the film script, complete production of the video including native Russian-speaking actors, studio-recording and editing of Word Audio by native speakers, studio recording and editing of Sentence Audio by native speakers, full annot ation (tagging) of the content set by qualified Russian linguists, development of a basic Grammar of the Russian language into which annotation tags can be mapped, quality assurance, software configuration, and release engineering, pressing and delivery of the CD-ROMS. Each training program will be delivered on 100 CD-ROMs each with the complete training program fully integrated into a LanguagePro version 9 CD-ROM client for MS Windows. The three training programs will also be able to function in Client-s erver and/or Web-based Language-Pro systems. The Government will be granted one restricted user license for each CD-ROM. Each license should be perpetual and good for one computer at one time. The required delivery for each training program will be 15 w eeks, which will be measured from the date of Government approval of each film script in Russian. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis to submit in writin g to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a com petitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-ope n competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
