Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation documents incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This procurement is unrestricted. The NAICS is 421450. Prospective offers are required to submit written or faxed quotations. The South Texas Veterans Healthcare System (STVHCS), Audie L. Murphy Division, 7400 Merton Minter Blvd, San Antonio, Texas 78229 has a requirement to purchase three (3) each, Model #CM71, PulseCo Continious Hemodynamic monitors. Also, one (1) each, Lidco Cardiac Output Monitor Calibration Unit. This system is made up of two primary pieces of equipment which are CM71-01-001 PulseCO Hemodynamic Monitor and the CM30-001 LiDCO Cardiac Monitor Assembly. Description of PulseCO: The PulseCO system provides beat-to beat hemodynamic monitoring from an existing arterial line (either radial or femoral). The monitor provides beat-to beat cardiac output, stroke volume, system vascular resistance, mean arterial pressure, heart rate and oxygen delivery. It is calibrated using a 0.3mmol injection of lithium chloride thru the patients' in-situ central line or peripheral venous line. The lithium or indicator then travels through the circulation and the resulting signal is detected by a sensor incorporating an ion selective electrode on the patients existing arterial line. From that moment on the PulseCO provides continuous real-time cardiovascular monitoring. The system is based on advanced arterial waveform analysis based on pulse contour analysis. Specifications of CM 30-001 LiDCO Cardiac Monitor Assembly. * Monitor Unit, Touch Screen overlay on LCD Display, monochrome STN 9" diagonal, backlit, patient isolated, Floating Amplifier, Double insulated. * Flow Regulator (CM33), Peristaltic pump, 4.5 ml fixed flow rate, 9vdc battery, weight 340g, dimensions 73mm x 75mm x 150mm. * Flow Through Cell Electrode Assembly (CM10), PVC membrane neutral carrier lithium ion-selective electrode _ combination type with concentric external reference and salt bridge. * Printer Unit (CM34). * Carrying Case (CM36). * Foot Switch. The CM30-001 measures cardiac output by indicator dilution. 0.2mmol of lithium chloride is injected via a central venous catheter or peripheral venous line; the resulting arterial lithium dilution curve is recorded by withdrawing blood through a Flow Through Cell Electrode Assembly (CM10) containing a lithium sensor. Manufacturer is Wren Medical Systems. Quotations shall include all warranty information, technical data, etc. Quotations shall be submitted F.O.B. destination. All quotations are to include a completed copy of the provisions at 52.212-3, Offer Representations and Certifications-Commercial Items, with quotation, (a copy of this provision may be requested by facsimile to (210) 617-5255, Attention: Joe Ortiz). The following provisions and clauses apply to this action; 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues and Executive Orders-Commercial Items including clauses incorporated by reference under Section b (11-16)(19)(21-22)(25), 52.212-1 Instructions to Offerors-Commercial Items, VAAR clause 852.211-77 Brand name or equal, 852.211-70 Requirements for Operating and Maintenance Manuals, 852.211-71 Guarantee Clause and 852.270-4 Commercial Advertising.
