What experience does your company have in Automatic Data Processing (ADP) systems development, programming, and training, to include work throughout Europe and the Balkans? 2. List any specific experience in support of the military mission to include work you have performed with: -Battle/flight simulation equipment -Systems Engineering -Computer Resources/Software Engineering -Software Maintenance and Operating Systems Support -Specialty Engineering -Technical Studies, Investigations, or Analysis -Integrated Logistics Support -Configuration Management -Data Management -Source Selection/Acquisition Support -Schedule Assessment -Engineering Man-hour Estimates -Other related Systems Engineering and Technical Services 3. It is intended to award a commercial acquisition for a five-year ordering period, firm-fixed price, indefinite delivery, requirement type services contract. Task orders covering multiple customers will result. It is anticipated to award based on Best Value, covering mission capability and past performance with price being lowest factor, however, GSA contracts are being considered for this requirement. We need to know how industry meets these type requirements. All ideas and suggestions will be evaluated for possible application to this current requirement. 4. Submit a list of technical experts needed to accomplish the SETA function and their qualifications as generally accepted by private industry, e.g. job descriptions for: Project Manager Systems Engineer Functional Analyst Computer H/W Specialist Contracts Manager Software Engineer *Budget Analyst Programmer Resource Manager S/W Technician Training Specialist *Supply Technician *Administration Specialist If you have different levels for the above categories please identify. 5. Describe your reaction to the following contract requirement: (a) Response times and occasional travel: Contractors facility will be located off base. Performance on a government installation will be based on Task Order. Contractor employees must be readily available within 5 days after order to start work and at 5-day notice to travel as needed throughout Europe. Travel will be performed on an as-needed/occasional basis at government cost to include payment of per diem in accordance with the Joint Travel Regulation (JTR). (b) Subcontracting: Various labor categories--your intentions. (c) Wrap rate: Labor hour rate will be wrap rate/all inclusive of relocation costs. No additional separate costs authorized. (d) Logistics support: (1) None provided for labor categories identified with an * above. Employees may not be continuously hired full-time for US government requirements, enabling job share/work on non-U.S. government projects, to include local market. (2) Logistics Support is provided, however, employees must meet Host Nation requirements for Logistical Support (e) U.S. citizens: Will be required due to security requirements. Work permits issued by the local German authorities, for employees without Logistics Support. (f) Non U.S. citizens: An additional labor category for local hires, to include non U.S citizens may be made possible where personnel do not require security clearances. 6.
