- NASA/GSFC plans to issue a Request for Quotation (RFQ)5-79792-946 for one each/cryogenically cooled x-ray CCD camera with the following specifications: 1KX1K pixels, each pixel 13 X 13 UM, side looking liquid nitrogen dewar with less than 2 liters and better than 48 hour hold time, backilluminated CCD with bandpass from 1 - 10000 EV, quantum efficiency at 100 EV at least 40%, at 1000 EV at least 80%, and at 10000 EV at least 10%. Defects: Less than 80 pixel defects, less than 12 cluster defects, less than 4 column defects. No antireflection coating. The system includes a standard vacuum flange for vacuum operation on the CCD, and all readout cables to interface the CCD to its readout electronics. The dark current will be <2 electrons/pixel/hour.(Model # PI-SX 1300, Part Number PI-SX:1K-LN); One each 7XXX-XXXX vacuum open-nose for LN detectors specified in item #1. (Model # 7XXX-XXXX, Part number Conflat-600-LN); One each X-Ray CCD camera controller sufficient to read out the detector in Item #1 with dual 16 bit 100 KHZ, 16 bit 1MHZ A/D converter. the unit controls every aspect of the CCD acquisition and control when mated with items 1 and 4. (Model Number 7438-002 ST133A camera controller Part Number ST-133A-100K-1M, One each PCI interface board for item 3, (Model 7323-0002)(Part Number PCI-25); One each acquisition system for archiving and analyzing the data obtained from items 1, 3 and 4(Model Number 4412-0046) (Part Number Winview/32). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Roper Scientific at 3660 Quakerbridge Road in Trenton, NJ 08619 only. The X-Ray CCD system specified here is the only commercially available from a single source in the United States. There are no competing products from any other vendor. Furthermore, this system has the same computer interface as another system which is already in the lab. It is interchangable with the existing system and NASA will not need to develop any more software to use this system which would mean a very significant savings. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 7/31/2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
