- Synopsis is for two line items of foreign military sales necessary to obtain Standard Technical Order (CSTO) Revision/update (CLIN 0001) and Data (CLIN 0002) for the Japanese Air Force C-130 aircraft. Solicitation will be issued to Lockheed Martin Aeronautic Co (Cage code 0A4U3), 86 S Cobb Dr. Marietta GA 30063. Delivery schedule is 12 months with a one year option. Electronic procedures will be used for this solicitation. See WEB page at http://www.fedbizopps.gov/, URL: http://pkec.robins.af.mil. . The approximate issue date will be 07 Aug 2002 with a response date of 28 Aug 2002. Justification authority: 10 U.S.C. 2304 (C) (1), Only One or a Limited number of Responsible Sources, and no other supplies or services will satisfy agency requirements. Specifications, plan, or drawings relating to this procurement described above are not available and cannot be furnished by the Government. Contractor must be registered with Central Contractor Registration to be eligible for contact award or payment from any DOD activity. The purpose of the Ombudsman is not to diminish the authority of the program director or the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
