Description
The National Park Service, Isle Royale National Park, is soliciting proposals for all labor and materials necessary to re-power a Landing Craft, Mechanized, 69' (31 Meter), LCM-8, MOD-0, for Isle Royale National Park, Houghton, Michigan. The weight of the vessel is approximately 58.5 tons light and 113 tons loaded. Isle Royale National Park is a large, remote island encompassing 571,790 acres in Lake Superior located 70 miles from the mainland administrative area in Houghton, Michigan. Access to the island is limited to boat, and due to the duration of travel daily commutes are not an option, which necessitates stays of a few days in duration. The park is open from late April through October. Offerors will be asked to provide pricing for the Basic Requirement and three additional Optional Requirements. Work identified as the Basic Requirement entails the re-power of the vessel from four engines to two CAT 3196 diesel engines and Twin Disc 5144 marine gear transmissions. The intent of the re-power is to provide modern, lightweight, efficient engines, transmissions, shafts and propellers. Work identified as Optional Requirements entail: Relocation of the existing Onan generator from the exterior deck to the engine room; Installation of a power assist hydraulic steering system with a hydraulic pump on each engine; and installation of a new pilothouse. A tentative date has been set for a mandatory Preproposal Conference at the park on August 6, 2002 at 10:00 a.m. for potential offerors to inspect the boats. Please verify this date and time in the Solicitation. The National Park Service will provide free round trip travel aboard the Ranger III from Houghton, Michigan, and transportation from Rock Harbor to Mott Island for attendees at this meeting. Please contact Sheila Rushlow at (906) 487-7145, with your intent to attend this meeting, at least fourteen days in advance, so reservations can be made for passage aboard the Ranger III, and arrangements for transportation can be made from Rock Harbor. You will need to provide your firm name, number of attendees, and names of individuals attending. Commercial transportation is available to the island at the Offeror's expense from the following: Voyageur II, Grand Portage, Minnesota (715) 392-2100; Wenonah from Grand Portage, Minnesota (715) 392-2100; Isle Royale Queen III, Copper Harbor, Michigan (906) 337-4993. Overnight accommodations and meals are available at the Rock Harbor Lodge (906) 337-4993. Reservations should be made as soon as possible. Proposal submission and evaluation of offers will be conducted using a two phased approach. First proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria identified in the Solicitation, Criteria B, Criteria C, and Criteria D. Based on this evaluation, evaluators will unanimously vote on the acceptability or unacceptability of each proposal. At this stage unacceptable proposals will be eliminated from competition. Second, all acceptable proposals will then be evaluated using Criteria A, Past Performance for the Previous Projects. Upon completion of this evaluation, a Competitive Range will be determined by the Contracting Officer. The Government anticipates award of a firm-fixed price contract on or before September 23, 2002. The Solicitation with be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Offerors interested in the doing business, and receiving a copy of the Solicitation must register on this website. The Solicitation with specifications shall be posted on or about July 22, 2002. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 4:00 p.m. local prevailing time on August 20, 2002.
