Description
This is a modification to the initial synopsis for Federal Railroad Administration (FRA) Broad Agency Announcement 2001-2 (BAA 2001-2). For reference purposes, this modification may be considered and referred to as BAA 2001-2, Amendment A002. On June 15, 2001, the FRA posted a notice (i.e., synopsis) to the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ (the same site is also accessible/co-located at http://www.eps.gov) for the conduct of BAA 2001-2 titled, Funds Availability for Research Projects and Technology Advancements under the Next Generation High-Speed Rail Program. The BAA serves as a means by which the FRA may solicit proposal concept papers for various research projects, technology advancements and/or demonstrations directed at enhancing the deployment of high-speed rail service in the United States. On July 2, 2001 the BAA 2001-2 Proposal Preparation Package (BAA 2001-2 Package) (i.e., the solicitation (the specific medium, content and format requirements and additional instructions for preparing submissions, as well as further information on the areas of interest themselves and the evaluation/selection process)) was posted at FedBizOpps. BAA 2001-2 was initially advertised as being open from the date of posting of the BAA 2001-2 Package on FedBizOpps . . . through June 30, 2002. The Time Line for BAA 2001-2 (as of June 28, 2002, through the issuance of Amendment A001) was revised to read as follows: Prospective offerors may submit and the FRA will accept proposal concept papers as of July 2, 2001. Unless BAA 2001-2 is superceded or canceled, FRA will continue to accept concept submissions and inquiries through December 31, 2002. Although the BAA is open for an extended period, interested parties would be well advised to submit proposals as early as possible. Submissions that are incomplete or materially lacking, pursuant to the instructions in the BAA 2001-2 Package, may be returned unevaluated, or evaluated as is, without further opportunity for revision, at the discretion of the Source Selection Authority. Amendment A001 officially extended the closing date of BAA 2001-2 to December 31, 2002. Amendment A002 (a) confirms that extension through December 31, 2002, and (b) is issued to meet a technical systems requirement of FedBizOpps that is necessary to ensure the documentation and materials related to BAA 2001-2 remain accessible for viewing, printing or downloading by interested parties through the date of extension. All other portions of BAA 2001-2, to include the initial synopsis, the BAA 2001-2 Package, and Amendment A001 (excepting the appearance in any of these documents of a BAA 2001-2 closing date other than December 31, 2002, as amended), shall remain unchanged and in full force and effect. For information concerning BAA 2001-2, all parties should contact the grants/contracting or technical officials listed in the initial synopsis and BAA 2001-2 Package.
