- 1.0 INTRODUCTION: The United States Customs Service currently operates sixteen P3 Orion variants to perform interceptor, tracker and maritime surveillance missions. These aircraft are over thirty years old, and six have in excess of 20,000 flight hours. Customs wishes to explore the feasibility of performing an engineering investigation into the continued airworthiness of these airframes. All aircraft have been extensively modified to perform a variety of missions. These alterations include the addition of structural components and airframe modifications. 2.0 REQUEST: Customs is seeking industry interest and information on commercially available engineering analysis of the P3 flight profile and airframe airworthiness. The derived data should enable an independent determination of airframe service life remaining, current mission profile impact, and future heavy maintenance requirements. Data will be evaluated to assess the risk associated with continued aircraft utilization at an untenably high Fatigue Life Index (FLI) and/or whether the resultant operational and support costs are excessive due to increased inspection and repair costs. 3.0 REQUIREMENTS: Determine the current Fatigue Life Index (FLI) of each aircraft. Project the future FLI based on projected usage of each aircraft. Project future inspection and heavy maintenance requirements. Project Service Life of individual aircraft. Determine the greatest risk factors which will limit continued service. Determine whether the aircraft are suitable to be operated under their original design specification. 4.0 RESPONSES This RFI is issued as a market survey and should not be construed as a solicitation for bids or proposals. Sources responding to this RFI shall submit only the minimum information necessary for the Government to make a determination that sources capable of satisfying this requirement exist. Responses to this RFI shall be written and shall include information as to experience level, data analysis capabilities and price range.
