Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, F1335921750100 is being issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07 and DCN 20020531.This solicitation is unrestricted.This acquisition falls under Standard Industry Classification number 3613, the North American Industry Classification System 335313, and the Business Size Standard or number of employees under this code is 750 employees. This solicitation will consist of one line item comprised of seven (7.) Line Item 0001, (1) the contractor is to supply all labor, materials, tools and transportation necessary to provide: 1ea. Automatic Transfer Switch (ATS), 4 poles, 1600 amp, 60 Hz, with group 5 Microprocessor Control Panel (2.) 1ea. NEMA 1 enclosure; Enclosure freestanding with optional accessories; (3) 1ea.,18B/18TG/18S,2 pole double throw contacts on Emergency/Normal/Load source. ASCO catalog number ATSC31600N5XC. (4 )Additional equipment necessary to provide Generator to Generator application and to incorporate with existing ASCO Bypass Transfer Switch: (a) GE 90-30 I/O PLC with power supply and CPU, (b) Vicor DC-DC Converter, (c) 24 VAC relays to initiate start signal for each Generator Best Battery system to provide best source voltage for PLC withstand current rating: 100 KAIC, any breaker rating. Unit Dimensions: 38?W x 48? D, x 91?H. (5) Contractor is to provide Labor and Equipment to tie with existing ASCO bypass switch controls. (6) Provide operation instructions on the ATS. (7 )Contractor must supply drawings with quotation for review by customer. Allow 5 working days for review. Quotes without these drawings will not be considered. The date of delivery is set at 60 Days ARO. The place of inspection by the Government and delivery point shall be March AFB, Ca. Offerors must comply with all instructions contained in FAR 52,212-1, Instructions to Offertory ?Commercial. FAR clause 52.212-2, Evaluation-Commercial Item applies to this solicitation. The government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. After offerors have been determined technically acceptable overall price is the evaluation factor. The following additional FAR provisions and clauses do apply: FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered. FAR 52.212-4 is incorporated by reference and will be incorporated into the Purchase Order by reference. A statement that the clause at. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses (b), (11), (12), (13), (14), (15), (16), (17), (22): DFARS 252.204-7004, Required Central Contractor Registration. (CCR). The CCR website is http://ccr.gov. Vender must be actively registered with Central Contractor Registration (CCR). The clauses 52.222-41 the Service Contract Act of 1965 and 52.222-42 Statement of Equivalent Rates apply. Quotes may be transmitted by e-mail or FAX (707) 424-2712 and are to be received at the 60th Contracting Squadron no later then 4:30 PST on 08/01/02.
