Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with AVIV Instruments, Inc., Lakewood, New Jersey to furnish, deliver and install a Spectrometer System, provide an Upgrade for an existing AVIV Model 14 UV-Visible Spectrophotometer system and accept a Trade-in of an AVIV Model 60 Spectrometer at the USDA, ARS, NAA, Eastern Regional Research Center (ERRC), 600 E. Mermaid Lane, Wyndmoor, PA 19038. The USDA, ARS, ERRC, Fats, Oils, and Animal Coproducts Research Unit (FOAC) will use the equipment for the collection of secondary structural data on collagen, milk proteins, pectin, and other systems studied at ERRC. ERRC's existing AVIV equipment has become obsolete because they are DOS based systems. Advances over the last 15 years now allows us to upgrade an existing AVIV Model 14 UV-Visible Spectrophotometer. The AVIV Spectrophotometer upgrade from DOS to Windows 2000 includes all hardware (p.c., printer, monitor, etc.) We will purchase a new AVIV Model 215 Circular Dichroism (CD) Spectrometer with the trade-in of an ARS-owned AVIV Model 60. The AVIV CD Spectrometer has a Windows-NT based data system with MACRO programming editor, Protein Analysis Secondary Structure Estimation software, IGOR-PRO Software by Wavemetrics for graphing and data analysis, and a Thermoelectric Curvette Holder and Spacers. Accurate analysis of CD data is directly dependent on the abs spectrum of the sample. It is necessary to record both spectra using the same sample holder and data handling system. Consequently, both systems must be compatible with existing AVIV equipment. The Government has determined that Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21 through 1194.23, 1194.25 and 1194.26 applies to each system. DELIVERY-The Contractor shall furnish and deliver, F.O.B. Destination, within Consignee's Premises, the equipment and documentation to the USDA, ARS, NAA, ERRC, 600 East Mermaid Lane, Wyndmoor, PA 19038. All documentation shall include the P.O. number and delivered within ninety (90) days after the receipt of the purchase order. INSTALLATION-is included by the Contractor, at no additional cost. The Contractor shall perform installation and start-up within two (2) weeks after delivery. TRAINING-The Contractor shall provide a minimum of 1-day training on-site at the ERRC for a maximum of five (5) individuals and include all pertinent training materials. Training shall be completed within two (2) weeks after delivery. MANUALS-one set of the operations, repair and maintenance manuals, service instructions, and software operating instructions for each all equipment and software. WARRANTY-The Contractor shall provide a one-year parts and labor warranty on the system and a three-year limited on-site warranty for the data system at no cost to the Government. The period of the warranty shall begin upon acceptance. Companies with the demonstrated capability and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements and consumables (including price lists) to the Contracting Officer by noon, within 5 days of publication of this notice. The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g schedule attachment, vendor's website or other readily available location (specify). This is not a request for proposal. No solicitation is available.
