- Description
- The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the National Association of Social Workers (NASW), 750 First Street, NE, Suite 700, Washington, DC 20002. This acquisition is to implement activities to assist in meeting the Emergency Medical Services for Children Five-Year Plan objectives; in consultation with the HRSA Office of Communications, communicate emergency medical services (EMS) for children issues through annual meetings, newsletters, and other communication vehicles; participate in meetings of the EMS Partnership for Children (PFC) consortium; and direct and support the process for the revision, implementation, and evaluation of the bereavement practice guidelines training program for social workers in the emergency department (ED). NASW is the premier organization for the promotion of quality social work practice and provides leadership in the development of social policy. NASW experience with the development of social policy, provisions of technical assistance and training provides the company with the unique position to revise, implement and evaluate the bereavement practices guidelines training programs for social works in the Emergency Department. NASW is the sole owner of the database, which contains a national registry of social workers to distribute information to members. Any other organization that attempts to development this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the National Association of Social Workers (NASW) is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B) (1).
