- Description
- The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with Positive Outcomes, Inc., 117 Jordan Taylor Lane, Harwood, MD 20776. The purpose of this procurement is to continue and develop a third phase of a Minority AIDS Initiative (MAI) that supported the ongoing identification and profiling of agencies providing HIV services that receive funding through the Ryan White CARE Act, especially those agencies serving communities of color or managed by predominately racial/ethnic minority staff. This phase of the project will include continued maintenance of the CARE Act Agency Database (CAAD) and contribute to the evaluation of MAI funded CARE Act programs and activities, which require the use of a proprietary database owned by POI. This longitudinal dataset does not exist elsewhere, and POI is the only organization who can complete the third phase of the project with the timeliness, efficiency, and quality required. The anticipated period of performance is for one 2-year contract. The statutory authority is 41USC 254 (c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared by the Government. Interested parties may, in writing, provide notice of their interest and capabilities to perform this requirement within 15 days from the date of publication of this notice. This notice of intent is for informational purposes only, and is not a request for competitive proposals.
