Description
NOTICE OF INTENT. The Naval Facility Contracts Office (NAVFACCO) intends to solicit, negotiate and award with only one source under authority of FAR 6.302, to Scripps Institution of oceanography, University of California, La Jolla, CA, 92093-0209, to modify existing Proprietary Vortex Lattice Model, in order to predict transport of Munitions and Explosives of Concerns (MEC), and to conduct field verification testing of MEC-like objects to determine how MEC movement is influenced by coastal type and grain size distribution. Scripps is the only responsible source and no other supplies or services will satisfy Government requirements. The Contract will be Firm-Fixed Price, for one base year and two (2) option years. Interested parties MAY identify their interest and capability to respond to the requirement or submit proposals. This notice of intent IS NOT a request for competitive proposals. However, the Government will consider all proposals received within THIRTY(30) DAYS after date of this publicized synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
