- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCND5000-2-00019 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is full and open. The associated North America Industry Classification System is 541620. A firm is a small business for the purpose of this requirement if it size standard is $6 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Ocean and Coastal Resource Management (OCRM), National Estuarine Research Reserve System (NERRS) is developing a long-range, system-wide restoration science strategy to provide the scientific basis and technical expertise to restore, enhance and maintain estuarine ecosystems. The services of a contractor are required to facilitate a system-wide discussion of the focus of the Restoration Science Program and areas for increased support and capacity building. The Contractor shall have demonstrated expertise in program assessment, habitat restoration, and a familiarity with the reserve system (http://www.ocrm.nos.noaa.gov/nerr/). The Contractor shall review existing information on reserve restoration activities at all 25 reserves, develop assessment instruments, conduct telephone interviews (and site visits as needed), collect and analyze data, develop a database that can be updated in the future, and report findings; these activities shall be in consultation by the NERRS Restoration Science Workgroup and NOAA project manager. The final database and final report shall include an executive summary, methodology, findings, conclusions and appendices with the data sets provided in a user-friendly format. The final report shall be provided to NOAA electronically and via 100 paper copies by April 23, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html.
