Description
It is the intent of the National Library of Medicine to procure Support Services in revising the National Institutes of Health (NIH) Grants Policy Statement (GPS) for use by recipients of the NIH grants and cooperative agreements and NIH Staff. NIH is requires support services for the following task: (1)Task 1: The contractor shall update the NIHGPS (3/2001) using Word 2000 or higher for all text, tables, charts and graphics. This update will involve adding or modifying coverage as appropriate based on statutory, regulatory and/or policy changes since the last publication of the NIHGPS (3/2001), assuring internal consistency in the document and following plain language writing guidelines. The contractor shall work closely with the NIH Project Officer and a committee of NIH grants management staff to draft language for the revised NIHGPS, as well as determining the appropriate location of the new and updated material in the NIHGPS; (2) The contractor shall create an index and a cover for the final document; (3) The contractor shall convert the document into: HTML format for direct posting on the Internet, including completion of all appropriate links within the file(s) and with relative references among multiple files; Adobe Acrobat (PDF) format for direct posting on the Web without NIH staff modification, including all tables, charts and graphics. In addition, all PDF files must be made accessible through the appropriate Adobe Acrobat 5.0.5 (or higher)plug-ins and must pass all Adobe Acrobat 5.0.5 (or higher) accessibility checks (i.e. no accessibility problems found). If a document is an update or new version of a currently posted document, the format must conform with previous versions of the document, if applicable, unless otherwise specified by OER staff. In addition, all documents must conform with current OER HTML architecture and link/file naming conventions. The Contractor must have a minimal of 2 year of experience interpreting and applying OMB Circular A-110, and have experience writing policy for the Federal Government. This requirement will be procured in accordance with FAR Part 12 - Commercial Items Acquisitions. A single award will be made on or before August 30, 2002.
