- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to procure on an other than full and open competition basis with DY4 Systems, LTD, Huntsville, AL. No RFP will be issued on the basis of this notice. The solicitation, document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 and DFARS Change Notice 20020531. The North American Industry Classification Code (NAICS) is 334413 with a small business size standard of 500 employees. The contract line item number (Clin) 0001 is for VME Digital Signal Processor Cards with five Power-PC processors. Description of the requirements: The Naval Research Laboratory (NRL) requires VME Digital Signal Processor Cards for use in AN/UYX-4 Systems. Detailed Specifications are; a) Board form factor: 6U VME, single-slot; b) Processor type: Motorola Power-PC; c) Computation processor model & speed: MPC7400 at 300 MHz or faster; d) Quantity of computation processors: 4; e) Separate (fifth) Power-PC processor for handling board I/O; f) Board I/O processor model & speed: MPC8240 at 200 MHz or faster; g) 10/100 Ethernet, either internal or via a PMC slot; h) one available PMC slot to allow for the additional of an Echotek Front-Panel Data Port (FPDP) interface card (to be purchased separately). The Naval Research Laboratory will purchase up to 200 units over a 48 month period of performance. The contract shall make delivery to destination in accordance with the clause in entitled FAR 52.247-34 (FOB Destination (NOV 1991). The provision at 52.212-2, Evaluation - Commercial Items (JAN 1999) does not apply. Offerors are advised to include a completed copy of the provision at 52.323-3, Offeror Representations and Certifications - - Commercial Items (MAY 2002), with its offer and 252.212-7000 (NOV 1995), Offeror Representations and Certifications - - Commercial Items which can be found at http://heron.nrl.navy.mil/contracts/reps&certs.htm. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2002) with the following addenda 52.212-5, Contract Terms and Conditions Required To Implement Statutes or executive Orders - Commercial Items (MAY 2002). The Contractor agrees to comply with the DFAR clauses in this paragraph (a) which the contracting officer has indicated below as being incorporated in this contract by reference to implement provisions of law or executive orders applicable to acquisitions of commercial items or components; 252.225-7001, Buy American Act and Balance of Payment Program (41 U.S.C. 10 a-10d, E.O. 10583); 252.225-7012, Preference for certain Domestic Commodities, 252.243-7002; Request for Equitable Adjustment (10 U.S.C. 2410), 252.247-7023; Transportation of supplies by Sea (10 U.S.C. 2410); and 252.247-7024, Notification of transportation of Supplies by Sea (10 U.S.C. 2631).
