Description
The U.S. Department of Commerce, NOAA intends to solicit for Upper Air Observations and related services for the National Weather Service Contract Meteorological Office located in Denver, Colorado. The Contractor shall furnish all the necessary personnel, material, equipment, services and facilities in taking, documenting and disseminating of upper air rawinsonde observation soundings and the collection and reporting of supplemental weather data. The taking, documenting and disseminating of upper air rawinsonde observation soundings shall be in accordance with Federal Meteorological Handbook (FMH) Number 3, Rawinsonde and Pibal Observations; Weather Service Observation Handbook Number 10 (WSOH #10); and associated manuals and instructions provided by the National Weather Service. The collection and reporting of supplemental weather data shall be in accordance with the National Weather Service Observing Handbook Number 7 (WSOH #7) and other associated manuals and instructions provided by the National Weather Service. The Contractor shall provide an adequate number of upper air operators, who are certified upper air weather observers to take, document and disseminate upper air rawinsonde and RAWIN-RABAL data. The anticipated performance period is October 1, 2002 through September 30, 2003 with four (4), twelve-month option periods. This requirement is 100% set aside for small business. The NAICS code is 514199. The small business size standard is $5 million. All responsible sources may submit a bid which will be considered by this agency.
