Description

The Health Resources and Services Administration HRSA) intends to negotiate on a SOLE SOURCE basis with The National Association for Rural Mental Health (NARMH), 3700 West Division Street, Suite 105, St. Cloud, MN 56301 to conduct unstructured interviews at the NARMH annual meeting to help identify issues that create barriers to mental and behavioral health service delivery in rural America and to produce a report which builds on a report previously submitted entitled "Rural Mental and Behavioral Health Policy and Action Agenda with Recommendations to the Department of Health and Human Services. Negotiations with The National Association for Rural Mental Health will be conducted using Simplified Acquisition Procedures, FAR Part 13, and are expected to result in a Purchase Order. The National Association for Rural Mental Health is deemed the only responsible source capable of providing the work and services without substantial duplication of cost and delay in performance under authority in 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation and is for information only. A copy of the Justification for Other then Full and Open Competition is on file.
