Description
The Federal Bureau of Prisons (BOP) requires Advanced Occupational Education services in the fields of Computer Applications, Computer Aided Drafting, and Hazardous Materials Handling. These services are to be performed at the Federal Correctional Institution (FCI Fort Dix), located in Fort Dix, New Jersey. The Government intends to make a single award for this requirement to an Offeror who will be responsible for all aspects of the program. The Advanced Occupational Programming Services will be delivered to inmates in the education department. Each course will meet the minimum criteria as stipulated for state certification. Possible Vocational or Occupational Training courses resulting in New Jersey state certification or licensing in the following areas are, but not limited to: Hazardous Material Cleanup, Computer Applications, Computer-Assisted Drawing (CAD), or any other vocational program that meets the needs of the institution. The contractor will provide programming so that the inmate population may complete a marketable skill program in four to nine months, but all programs must be completed within each fiscal year. The contractor may be able to offer other Occupational Training Programs over the lifetime of the contract. Each course will include live work projects. The live work aspect of the program should be between 20 and 40 percent of the classroom time. The contractor must be able to provide state certification or licensing. The contractor will also provide a program coordinator, who will register inmates for class, distribute books and materials, provide transcripts to inmates, answer inmate inquiries, and perform all other administrative duties of the program. All proctoring of exams will be conducted by the contractor. The services will be performed inside the secure perimeter of each institution. The performance period will be the base year and four option years. This is open to all business types eligible to receive award. A security investigation/clearance is required. All responsible sources are encouraged to submit an offer that will be considered for award. The solicitation will be available on or after August 16, 2002, and will be distributed through the General Services Administration's Federal Business Opportunities website http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available except in extreme circumstances AND only if issuance in this manner is determined to be in the Government's best interest.
