Description
LEASE AND MAINTENANCE SERVICE OF LIVE PLANTS FOR ONE YEAR AT DINING FACILITY. This requirement is a 100% set-aside for small business. This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and FAR 52.222-41, Service Contract Act of 1965, as amended (May 1989). The Department of Labor Wage Determination applies to applicable service labor categories for Arkansas 1994-2033, Rev. 22, February 2002. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation is being conducted under FAR Part 37, Service Contracting, as well as applicable FAR Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures (SAP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07, April 2002. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Solicitation provision at FAR 52.211-6, Brand Name or Equal, applies to this solicitation. Offerors of any equal must provide descriptive literature to this office for evaluation prior to close out date stated above. Offerors are encouraged to include information regarding these evaluation factors in their quotes. All line items will be awarded on a single purchase order. Interested offerors are requested to submit a quotation on this requirement to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-4971 or FAX to: (501) 987-8119. Contractor must be registered in the Central Contractor Registration (CCR) (website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications--Commercial Items (April 2002). Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5 applies to this acquisition. FAR Part 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by reference. Delivery will be quoted as FOB Destination to Little Rock AFB, AR. Warranty: Standard commercial. Business size standard: $6 Million or less per year the Standard Industrial Code (SIC): 0782 and/or the North American Industry Classification System (NAICS): 561730. Quote must be received no later than by close of business, 4:00 PM CST, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than this notice?s response date. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Department of Labor Wage Determination is applicable to thsi service. DESCRIPTION OF REQUIREMENTS: Lease and maintenance of living plants for Food Services Operation for one (1) year, from 1 October 2002 through 30 September 2003. All plants shall be the responsibility of the Contractor. The Contractor shall provide all labor, supplies, materials, transportation and service required to maintain plants in a healthy, attractive condition at the Razorback Cafe, Building 864, Little Rock Air Force Base, Arkansas. Contractor shall provide (1) green, live plants no larger than 24-inches tall to fill assorted containers with in the Razorback Cafe. (2) Plants shall be placed in containers for eye appeal to the customers and approved by the Manager or his designee. (3) Contractor shall water plants to required levels a minimum of once per week. (4) Contractor shall apply fertilizers, pesticides, fungicides, and other required sprays and treatments in accordance with sound horticultural practices. (5) Contractor shall provide labor and equipment to shape plants, trim off dead or unsightly branches, aerate soil, clean foliage as conditions warrant. (6) The Contractor shall be responsible for disposal of all dead plants or material which is no longer required. (7) Contractor shall replace plants during the term of this purchase order to ensure the aesthetics of the dining facility. (8) Contractor shall provide seasonal plants to include: Mums, Poinsettias, etc., as appropriate for holidays, or as warranted by Food Services Superintendent. The Contractor shall provide as a minimum, appropriate holiday plants for the entire Thanksgiving Week and two weeks during the Christmas holidays. (9) Contractor shall maintain plants at times that do not interfere with the serving of meals in order to avoid getting contaminants in food and beverages. GOVERNMENT SHALL FURNISH: Access to dining facility, Razorback Cafe, during normal, scheduled work hours; adequate space for plants and maintenance of plants, access to water for maintaining plants.
