Description
CALFED, a multi-agency organization composed of elements from the US Bureau of Reclamation and the State of California, is preparing a Multi-Species conservation Strategy (MSCS) as part of its Bay-Delta Program Conservation Strategy to meet the legal requirements of State and Federal endangered species laws. The Conservation Strategy will: (1) provide where appropriate conservation actions necessary to recover listed species and conserve other species, (2) provide basic information necessary to achieve compliance under the State and Federal Endangered Species Acts, (3) provide a species-based approach to revision of the Ecosystem Restoration Program Plan (ERPP) and (4) facilitate prioritization of CALFED Category III funding. A portion of the MSCS includes an Action Specific Implementation Plan (ASIP) and ASIP process manual. The ASIP process manual will assist CALFED program managers in understanding and implementing the MSCS ASIP requirements. This is a sources-sought synopsis issued in accordance with FAR 6.302-1, for contractors having experience in the above program, and in preparation of the above manual. The magnitude of the above project is between $250,000 and $500,000. Should there be no response to this advertisement by August 5, 2002, a sole-source award will be made. If a competitive solicitation is issued, it will be negotiated.
