Description

The Department of the Interior, National Park Service, Harpers Ferry Center, located in Harpers Ferry, West Virginia, provides audiovisual planning and production services to support approximately 380 units of the National Park Service, other Bureaus of the Department and other Agencies of the Government. This includes a wide assortment of natural, historical and cultural areas throughout the United States and its territories. Proposals are being solicited for audiovisual products and services to support these National Park Service and other Department of the Interior audiovisual requirements. Requirements may include, but will not, necessarily, be limited to, the development of a variety of audiovisual products such as videotape, film, CD-ROM, interactive programs, audioscapes, training videos, PSAs, video news releases, TV and radio spots, captioning services, and conversion of slide to tape and duplication services. Projects will vary in size and scope and will include complete audiovisual productions, post-production services, multimedia planning and production, and miscellaneous audiovisual services such as research, scriptwriting, cinematography or installation. These contracts will be negotiated to provide either specific work elements in support of projects that are planned and produced in-house, or projects that encompass all audiovisual requirements. The Government anticipates multiple awards of Indefinite Quantity Fixed-Price contracts for these products and services as follows: Category I - Audiovisual Production Services with Optional Installation Services -- Range of 10 to 15 contracts and Category II - Multimedia Planning and Production with Installation Services -- Range of 5 to 8 contracts. Each contract will be negotiated for one year with priced options for four additional years. In Category I, each contract will be awarded with a minimum guarantee of $5,000 and an annual maximum workload limit of up to $1,500,000, depending on the services provided and the final number of contracts awarded. In Category II, each contract will be awarded with a minimum guarantee of $5,000 and an annual maximum workload limit of up to $750,000, depending on the final number of contracts awarded. Work will be directed by the issuance of competitive Task Orders under the provisions of each contract. The Solicitation will be available on or about August 9, 2002. Contract awards are anticipated on or before January 31, 2003. CATEGORY II, NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODES ARE 541511 AND 541512 WITH SIZE STANDARDS OF $18 MILLION AVERAGE ANNUAL RECEIPTS FOR AN OFFEROR'S PRECEEDING THREE FISCAL YEARS. IMPORTANT NOTICE - The presolicitation notice for this identical solicitation (Number N1130020389) was posted on FBO on June 9, 2002. The identical solicitation (Number N1130020389) was originally posted under FBO Number 0189 on June 24, 2002 with a closing date of July 25, 2002. It was inadvertently removed from the FBO website prior to the closing date. It was again reposted on July 25, 2002, with a closing date of July 25, 2002. Because of the uncertainty that all interested offerors were given adequate opportunity to submit a proposal, we are opening this identical solicitation for an additional 30 day period beginning August 9, 2002 and closing September 10, 2002. If you have previously submitted a proposal, you do not need to submit another proposal. This solicitation will not only be published on the FBO website, but it will also be available on the National Park Service website at www.nps.gov/hfc/solicitations/htm for your convenience.
