- Description
- The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to AEC Infosystems, Baltimore, MD, under the authority of FAR 13.106-1(b). The objective of this requirement is as follows: Contractor shall create a 3D virtual building database in the CAD program Graphisoft ArchiCAD 7 working from government-provided information. The database shall describe the basic building geometry, the general floor arrangements, and at least three consecutive floors in their actual configuration of walls, partitions, doors, stairways, and elevator shafts. Upon completion of the database, the contractor shall export it in IFC file format using the Graphisoft-developed IFC translator. AEC Infosystems is the only source that meets these requirements because it is the only source that both uses Graphisoft ArchiCAD in its work for others and participates in the BLIS project. ArchiCAD is in licensed use in the Computer Integrated Construction Group and the use of any other CAD system in the proposed work is not acceptable because of system incompatibilities and attendant data losses. The BLIS project is an international organization of all the software-developers and software-users who are actively implementing and demonstrating the Industry Foundation Classes in their products and services. The skills, knowledge, and experience developed as a result of this membership are requisite to the requested work. The period of performance is ten (10) weeks from date of award. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
