Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Robert W. Michelet, Annapolis, MD, under the authority of FAR 13.106-1(b). The objective of this requirement is to provide the following tasks: Provide support of the Metrology for the Systems-on-a Chip (SoC) Focus Area, provide project management and perform research to assess industry needs as they relate to the development and test of Microsystems Technology SoC devices as follows: a) Take the top-down approach previously used to determine the test and metrology requirements of MEMS base Virtual Components (VCs) for gas sensing systems and apply it to the generic class of Microsystems Technology SoC Measurement devices; b) Review differences and similarities between the test and metrology requirements for the different classes of Microsystems Technology SoC Measurement devices; and c) Attend ASIC/SOC in September. Work will be performed at NIST, Gaithersburg, MD. Mr. Michelet has experience in applying the block-based design reuse methodologies to analog and mixed technology systems. He previously provided support and expert advise to the Methodology Services Unit in the area of analog and power systems, and he researched the principals of virtual component (VC) design reuse for integrated circuits and realized a means of applying these principals to the power supply industry. The period of performance is August 12, 2002 to November 8, 2002. The anticipated award date is on or about 6 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
