Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to the University of Pennsylvania, Philadelphia, PA, under the authority of FAR 13.106-1(b). The objective of this requirement is to provide facility and equipment for surface and thin film analytical measurements. The U of PA is the only facility capable of doing measurements with the required accuracy. Equivalent measurements produced at other facilities have proven to be significantly below the accuracy required for NIST's purposes. The period of performance is September 1, 2002 to August 31, 2003. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
