Description
The Agency for Healthcare Research and Quality (DHHS), through the Program Support Center, intends to negotiate a sole-source award with New England Medical Center Hospitals, Inc. Boston, MA. Purpose:5.6 million seniors are enrolled in Medicare Health Maintenance Organizations (HMOs) and continued growth is expected. Most analyses comparing health outcomes in traditional Medicare Fee-For-Service (FFS) vs. Medicare HMOs derive largely from studies of select HMOs, in a few geographic areas, before the 1990s enrollment surge. The proposed contractor has ?with AHRQ and National Institute of Agency (NIA) grant support -- compared health outcomes among seniors in Medicare FFS vs. HMOs. The proposed contractor has also evaluated whether HMO model-type or profit-status are associated with outcome differences. The purpose of this acquisition is to obtain the analytical services of the proposed contractor to update the above-described analysis to include a 4-year follow-up (in contradistinction to the 2-year follow-up involved in the above-described analysis). THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
