Description
The Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB) intends to negotiate on a sole source basis with the National Initiative for Child Health Quality (NICHQ) for the purpose of providing support to an activity to support the development of a national Continuous Quality Improvement (CQI) strategy to achieve implementation of medical home principles in pediatric settings using a nationally recognized learning collaborative model. The major focus of this procurement will be to support the systematic dissemination of methods and practices for achieving medical home through learning collaboratives. Learning collaboratives are an effective process of training, collaboration, and support which utilize well-established approaches to support the application of best practice models, quality improvement, and measurement in networks of teams working on issues similar to medical home implementation. This is a notice of intent, not a request for competitive proposals. This unique expertise is needed in accordance with MCHB's Strategic Plan to provide access to a medical home and establish medical home performance measures for both the Title V Block Grant Annual Report, and it's discretionary program, Special Projects of Regional and National Significance (SPRANS) . Therefore, the Government has determined NICHQ as the only responsible source capable of providing the required services under this contract. A Justification for Other Than Full and Open Competition is on file. The contact person for this acquisition is: Kimberly Lewis, (301)443-4540, Fax: (301)443-6038, HRSA/OMPS/DGPM/CPOB, Parklawn Building, 5600 Fishers Lane, Room 13A-19, Rockville, MD 20857.
